Queuing is what I think bum boats in this painting are subject to.
The boat operators have to wait for their orders to mobilise and proceed to their assignments.
This could be to rendezvous with an ocean liner at anchorage waiting for their cargoes, or for the boat to move into position to offload their goods destined to storage in the go-downs.
